Brick By Brick planning application for new homes at Kempsfield House

We hope you all are well and keeping safe.

We are writing to confirm that Brick By Brick has recently submitted a planning application to the Council in respect of proposals for new homes at Kempsfield House. The updated proposals can be viewed and commented on through the public access register www.croydon.gov.uk/onlineplans , by selecting 'Planning Register' and entering reference 20/01526/FUL

As part of the application for Kempsfield House, we are required to carry out some additional ecology surveys.

Our ecology consultants, Darwin Ecology, have advised that they will be attending site at Kempsfield House, to carry out the following ecology survey work over the course of several survey visits which will be undertaken during spring 2020:

· Reptile survey work

· Badger survey work

· Bat survey work

These surveys will largely entail visual inspections by the surveyors for the above species / species groups, with several visits required in some cases.

For the reptile survey work, in addition to a visual inspection, during their first reptile survey visit, the surveyor team will lay out approximately 10 – 20 squares of roofing felt and corrugated bitumen sheet (1m by 0.5m each) across the site.

The surveyors will return on several occasions to check whether the felts are being used by slow worm or other reptiles.

It would be much appreciated if these felts are left undisturbed to ensure that the survey is accurate and that the team do not have to attend site more than is absolutely necessary.

With the exception of the bat surveys, all of the survey visits will be conducted during the daytime. The bat surveys (which are scheduled for May and early June 2020 and are weather dependent) will involve a dusk and dawn nocturnal survey to assess whether the building contains roosting bats using bat detector. Please be aware that the surveyors will be using torches and cameras to record footage of any bats emerging or re-entering the building.

They have advised that they are able to carry out these works at safe distances in line with government guidelines.

They have advised that at least some of the survey visits are highly weather dependent. Therefore, specific dates for each survey visit will not be set, but instead the survey visits will begin during week commencing 13th April 2020 and will continue at regular intervals during the spring 2020 months. Kempsfield House - Public Comments

Thank you to all those who commented on the proposals for Kempsfield House. We have been reviewing the proposals to responses to them. Written responses to the main comments received to date are provided below:

Requirement for New Homes

We understand that some local residents feel the site may be providing more homes than anticipated. There is a significant demand for homes across every part of Croydon and the new draft London Plan has identified that Croydon needs to build 2,949 homes a year. Brick by Brick aim to develop 500 of these new homes each year. It is important that homes are delivered in all parts of the borough to meet local need and the proposal for this site are expected to contribute to this. Further to this, our development seeks to provide x2 wheelchair accessible flats and a mixture of private, shared ownership and affordable rent homes.

Considerations to the size of the Flatted block

Brick By Brick are working with Daylight and Sunlight specialists who are reviewing the proposals and assessing the daylight, sunlight and overshadowing impacts on neighbouring buildings as part of a planning application. The study assessment suggests that all properties will remain BRE compliant following the construction of the flats and houses.

This identifies where there are parking issues and where there may be on-street capacity for parking. Using census data of car ownership in the area for residents living in flats or houses (as relevant to the type of development we are proposing), our consultants will be able to forecast the number of additional cars as a result of the development proposals. In response to this we are developing a parking strategy for all the sites and the full details will be provided in a transport statement submitted as part of a future planning application; this will need to satisfactorily meet the relevant policy requirements for parking and sustainable transport. This will include details and tracking for emergency vehicle and refuse vehicle access, providing parking that doesn’t impede the bus route, as well as ensuring safe visibility splays are provided at all junctions.

Brick By Brick will review all the comments received, and where appropriate, we will work with the project teams to make amendments to the development proposals where it is feasible to do so, before submitting a planning application. We will post a news update if we submit a planning application and there will then be a further opportunity to review the plans and formally comment to the council as the Local Planning Authority via the council’s website https://publicaccess3.croydon.gov.uk/online-applications

This identifies where there are parking issues and where there may be on-street capacity for parking. Using census data of car ownership in the area for residents living in flats or houses (as relevant to the type of development we are proposing), our consultants will be able to forecast the number of additional cars as a result of the development proposals. In response to this we are developing a parking strategy for all the sites and the full details will be provided in a transport statement submitted as part of a future planning application; this will need to satisfactorily meet the relevant policy requirements for parking and sustainable transport. This will include details and tracking for emergency vehicle and refuse vehicle access, providing parking that doesn’t impede the bus route, as well as ensuring safe visibility splays are provided at all junctions.

Loss of Open Space

We appreciate that many residents are concerned about the loss of open spaces. Through earlier consultation with Ward Councillors it was agreed that the whole site is not developed, and some green space is retained. The plan is to maximise the sites potential and retain as much open space as possible whilst providing new homes. In addition, Brick By Brick are looking to develop a community play space at Kempsfield House along Old Lodge Lane, which is less than 5 min walk to the site. This would provide further amenity space for local residents.

Loss of Natural light

Brick By Brick are working with Daylight and Sunlight specialists who are reviewing the proposals and assessing the daylight, sunlight and overshadowing impacts on neighbouring buildings as part of a planning application.
